Comments Welcome on Bill # 29-0232 -- Marine Terminal User's Tax

The Senate Finance Committee has asked the Chamber for its comments on Bill #29-0232 which it will consider on Tuesday, February 21, 2012. Proposed by Senator Nereida Rivera O'Reilly, the bill will impose a marine terminal users tax of $1 per passenger on all cruise ships arriving on St. Croix. The proceeds from the tax would be earmarked for the St. Croix Capital Improvement Fund to improve the downtown areas of St. Croix. Based on figures provided by the Department of Tourism, the tax would generate approximately $144,000 per year given the current level of cruise ship arrivals. Nonetheless, the Department of Tourism has concerns that the tax could potentially undermine its efforts to attract more cruise ship arrivals to St. Croix, which in turn would undercut the total number of tourists visting St. Croix and their spending on transportation, restaurants, retails stores, etc. A copy of the two page bill is attached. Comments Welcome on Wireless Regulation Bill

The Committee on Planning and the Environment is scheduled to discuss Substitute to Bill 29-0026 at its meeting on Thursday, September 2, 2011. This bill establishes updated, detailed regulation of the location, construction and operation of wireless facilities and wireless support structures throughout the Territory by the Department of Planning of Natural Resources. Various wireless suppliers are seeking passage of the substitute bill to enable them to expand their facilities to improve the quality and reliablity of wireless service in the Territory and to accommodate the rapid growth of the wireless customer base. Job Creation Draft Bill

Your Constructive Comments Welcome on Job Creation Draft Bill

Senator Nellie O'Reilly has graciously asked for the Chamber's thoughts/ideas/comments on a proposed bill she is having drafted to help stimulate job creation on St. Croix by providing private sector employers with a financial incentive ($10,000 per employee) to hire local workers through the Department of Labor and employ them for a minimum of one year. The bill is still in the drafting stages, but the overall approach is outlined below. Reclaimed Wastewater Bill

Many of you followed the battle a few years back to have the VI Waste Management Authority (VIWMA) utilize natural wastewater treatment technology for treating wastewater at the Anguilla treatment plant on St. Croix. Although the community lost that battle and a mechanical treatment system was installed, the community did win a commitment from VIWMA to end  ocean discharge with 5-years (now two years away).

If St. Croix is going to be able to use the reclaimed water (as do countless communities on the mainland) for on-island irrigation it will be imperative that the practice of using salt water to flush toilets in some structures come to an end. The practice of salt water flushing contaminates reclaimed water with salt making it unusable for on-island irrigation of orchards, golf courses, bio-fuel crops, and all things agricultural.

Comments Welcome on Bill # 29-0129 and Bill # 29-0086

Good Morning, Chamber Members:
 
The Chamber has been asked to provide comments on Bill #29-0129 and Bill #29--0086 which will be considered by legislative committees next week.
 
Sponsored by Senators Carlton Dowe and Craig Barshinger, Bill #29-0129 provides that the gross receipts tax liability of a business would be offset by any amount owed to the business by the Government of the Virgin Island, not to exceed $200.000. Similarly, it provides that the property tax liability of a property owner would be offset by any amount owed to the property owner by the Government of the Virgin Islands, not to exceed $200,000. A copy of the bill is attached.
 
Sponsored by Senators Shawn-Michael Malone,  Nereida Rivera-O'Reilly and Ronald Russell, Bill # 29-0086 is a resolution to petition the U.S. Secretary of Treasury to increase the duty-free tax exemption from $1,600 to $10,000 for articles purchased in the Virgin Islands by United States residents for their personal use and returning from the Virgin Islands. A copy of the bill is attached.
